See more related to this at: wordenhome.neocities.org/rd/sp/outepi.html You could probably tell that this epilogue was told from the point of Randy Adderson, a side character who appears briefly in Chapters 7 and 11 as a guy who is scared of fighting and doesn't want to take sides. This Epilogue takes place about 12-15 years after the book ends, and Randy has grown up and is admitting his mistakes and weaknesses from the time of the book. You can tell he's grown up because his vocabulary has improved and he is talking about what happens in the book a little more maturely and with hindsight. He also didn't really care for the ending of the book, so he took it upon himself to wrap up the book a little more nicely. He works through all the main characters of the book and some of the closely-connected side characters and concludes their stories, building a coherent chain of events for each which resolves into a happy ending. He also clarifies some parts of the ending and takes care to make his worldview evident in his writing. This may not be an objective view. It shows how Randy sees the events that occurred and the resolutions to those events. His opinions could be biased towards his position and his worldview, though he is sincerely trying to provide some insight into the book and the continuing lives of the characters in it. He's also written it in a conversational style, though he gets passionate about his beliefs at the end. Again, it's not objective, and his beliefs don't have to line up with yours and they don't quite match mine either. Basically, it looks the way it does on purpose.
